STEP 1: Choose a picture. I will be a using a picture of myself because I'm too lazy to search for a celeb.
STEP 2: Duplicate the layer by Layer > Duplicate Layer > OK. Go to Filter > Blur > Radial Blur. Set the amount to however strong you want the radial blur to be. I'm going to set mines to 8. On the small little white box with weird lines on the right bottom corner, use your mouse to click where you want the focus spot to not have the effect but the radial blur around it. (horrible explanation :P )
STEP 3: Once you're done, you should see a difference in your picture. Then you're finished! Here's what mine looks like.
