STEP 1: Choose a picture. I will be a using a picture of myself because I'm too lazy to search for a celeb.
STEP 2: Duplicate the layer by Layer > Duplicate Layer > OK. Go to Filter > Pixelate > Fragment. Then set the duplicated layer to Overlay. Then you're finished. :D
