Requirements:

STEP 1: Add a text to your image or a solid background color.

STEP 2: Go to the layer window on the right side > (right click the text layer)& blending options > stroke.

STEP 3: A blending options window will pop up. You can adjust the colors, size, opacity, pattern, textures, etc. with blending options.

STEP 4: After you're done, just click okay. (:
