This pattern between the arrows (IT IS AN IMAGE) --> <-- save the small diagonal as a pattern by defining it. edit > define pattern in adobe.
STEP 1: On the image for your desired dotted line border, right click the layer and choose blending options > stroke.
STEP 2: Set the size to 1. Set position to inside, and fill type to pattern.
STEP 3: Click the drop down menu near pattern, search for the dotted diagonal line you saved/defined earlier.

STEP 1: Once you have a new file open (i have the size of an avatar, 100x100), create a new layer above the original layer by Layer > New > Layer just like in the picture below.

STEP 2: After you've created the new layer, go to Select > All.

STEP 3: Once you have selected all in the new layer, go to Edit > Stroke.

STEP 4: Make the px size 1, or else it won't look "dotted" if you put 2 or 3. Click okay.

STEP 5: Right click on the same layer and choose Blending Options > Pattern.

STEP 6: Once Pattern Overlay is checked and you're on it's options, find and click the diagonal lines you saved earlier (or you can do it now if you haven't).
