STEP 1: Make a new layer by: Layer > New > Layer.

STEP 2: Use the default brush 'Soft Round' (100+ pixels of brush size) and stamp it anywhere on the picture where you want the color bubble.

STEP 3: On the same layer, select screen on the option droplist.
